Description: A Wellington Top Hat is a style of hat that is larger on the top than than the bottom.I use a 7 piece hat form for this design.Fun to make. This hat is made from a black Panni fabric.Ribbon roses in black satin that I make are on the back of the hat along with checked ribbon loops.Small white flowers.The hatband is the same checked ribbon as the loops in the back with a Cameo center front.. If you want the look that I have achieved on my Evangeline doll then you must put the hat down a bit on her forhead and not sitting on top of her head. If you want a Steam Punk look then cock it to one side.I have seen my Wellingtons on American Girl dolls.....strange but somehow it works,The hat will fit down over the head of a doll such as Diana with a 5 & 3/4 inch head.
