There doesn't seem to be a manufacture mark. It may be made by Garrett. It had been painted by the previous owner and the seat has been reattached with new bolts. The adjustment mechanism may need a little lubrication. It seems to be stuck, otherwise it's ready to use. It may ship partly un-assembled. The pictures show the condition better than I can describe.
