It was made by Jiang Yafen. No other information was found about the potter. It has colored eyes of unknown material. It has surface discoloration and blemishes, see pictures. Fill from the top and the water flows out the bottom chamber through the dragon's mouth. Tested. Measures 5" from handle to spout x 4.25" tall x 2.5/8ths inches widest. Holds almost 1 cup+-. It has no repairs. It is not being described as antique, it may be vintage or newer, that is unknown.
