Believe this to be a Dayton Schieble Hill Climber toy, with 4 wheels and a metal or iron wheel underneath. It doesn't really drive or move when you press on it, but wheels will spin on it and move the gear wheel. I'm not exactly sure how it operates. Tin Has some scratches & normal age related wear.
