Since the 1870s, the lone provider was Crane & Co. of Dalton, MA. A competitor, Natick Labs of Natick, MA, provided experimental paper to the US Treasury. The uncut sheets of Natick test paper were overprinted for the Richmond district in a narrow, well documented, serial number range. This note was printed on Natick experimental test paper then inadvertently inserted incorrectly into the overprint printing press such that the serial numbers and seals appear on the back!
